2.18 General
(1) Substances that are liquids, mixtures of liquids or liquids containing solids in solution or suspension are included in Class 3, Flammable Liquids, if they
have a flash point not greater than(a)
60.5°C using the closed-cup test method referred to in Chapter 2.3 of the UN Recommendations, or(i)
65.6°C using the open-cup test method referred to in Chapter 2.3 of the UN Recommendations;(ii)
are offered for transport or transported at a temperature that is greater than or equal to their flash point; or(b)
are intentionally heated before or during transport and give off flammable vapour at a temperature at or below the maximum temperature that is maintained in the means of transport during transport.(c)
.The shipping name and UN number for the dangerous goods referred to in paragraphs (b) and (c) are ELEVATED TEMPERATURE LIQUID, FLAMMABLE, N.O.S., UN3256
Despite paragraph (1)(a), liquids that have a flash point greater than 35°C are not included in Class 3, Flammable Liquids, if they(2)
do not sustain combustion, as determined in accordance with the sustained combustability test referred to in section 2.3.1.2 of Chapter 2.3 of the UN Recommendations;(a)
have a fire point greater than 100°C determined in accordance with ISO 2592; or(b)
are water-miscible solutions with a water content greater than 90 per cent by mass.(c)
2.19 Divisions for Marine Transport
Divisions for Class 3 are used only for transport by ship.
Class 3, Flammable Liquids, has three divisions for transport by ship:
Class 3.1, if the flash point is less than -18°C;(a)
Class 3.2, if the flash point is greater than or equal to -18°C but is less than 23°C; and(b)
Class 3.3, if(c)
the flash point is greater than or equal to 23°C; or(i)
the liquid is ELEVATED TEMPERATURE LIQUID, FLAMMABLE, N.O.S., UN3256, as determined by paragraph 2.18(1)(b) or (c).(ii)
2.20 Packing Groups
Flammable liquids included in Class 3, Flammable Liquids, are included in one of the following packing groups:(1)
Packing Group I, if they have an initial boiling point of 35°C or less at an absolute pressure of 101.3 kPa and any flash point;(a)
Packing Group II, if they have an initial boiling point greater than 35°C at an absolute pressure of 101.3 kPa and a flash point less than 23°C; or(b)
Packing Group III, if they(c)
have an initial boiling point greater than 35°C at an absolute pressure of 101.3 kPa and a flash point greater than or equal to 23°C, or(i)
are ELEVATED TEMPERATURE LIQUID, FLAMMABLE, N.O.S., UN3256, as determined by paragraph 2.18(1)(b) or (c).(ii)
Despite subsection (1), a substance that is paint, varnish or enamel that has a flash point less than 23°C may be included in Packing Group III if(2)
the substance does not contain a substance with a primary or subsidiary class of Class 6.1 or Class 8;(a)
it meets the criteria for inclusion in Packing Group III as determined in accordance with the solvent separation test in section 35.5.1 of Part III of the Manual of Tests and Criteria; and(b)
the substance(c)
has been tested in accordance with either ASTM D1200-82 or ISO 2431, and(i)
has a kinematic viscosity, measured as flow time, that is within the range shown in column 3 of the table to this paragraph, using a jet with the appropriate diameter in column 2, for the corresponding flash point in column 1.(ii)
